The Trump administration had planned to cut $3.6 billion in aid to Honduras, El Salvador, and Guatemala, arguing that the countries had not done enough to crack down on migrant caravans heading to the U.S. border. But Congress voted in June to override the administration's decision, saying it did not believe the countries had failed to work with Washington.
