President Trump has asked the Supreme Court to allow

billions in foreign aid cuts

for three Central American countries, arguing they have done little to curb immigration to the United States. In a brief filed on Tuesday, Mr. Trump's administration argued that the

Congress's decision to block the cuts was unconstitutional.

The Trump administration had planned to cut

$3.6 billion in aid to Honduras, El Salvador, and Guatemala, arguing that the countries had not done enough to crack down on migrant caravans heading to the U.S. border. But Congress voted in June to

override the administration's decision, saying it did not believe the countries had failed to work with Washington.

The outcome of Mr. Trump's Supreme Court appeal could determine whether countries

receiving U.S. aid feel compelled to heed the administration's immigration wishes.
